Protech has provided services for the State of Arkansas, Office of Child Support Enforcement since 1996 on various engagements. We built and implemented a PRWORA-certified, thin-client, N-tier, modularized child-support system. Protech also worked with Arkansas OCSE to provide the only third generation, fully Web-enabled, federally certified system in the country. Other states with which we have worked include the OCSE agencies in Michigan, Maine, Massachusetts and Virginia. Protech's key projects include:

	State of Arkansas Office of Child Support Enforcement Protech migrated an expensive, large and cumbersome mainframe child support system to a PRWORA-compliant, thin-client system using Microsoft technologies (SQL Server and ASP). Path-breaking changes to system design and user interfaces were later transferred to Maine, Michigan, and Massachusetts, providing the complete SDLC for the project, networking, help-desk, training and maintenance. 	State of Michigan Child Support Enforcement Protech built the PRWORA-compliant financial, enforcement, and interface modules for the Third Circuit Court in Wayne County, which was then selected to be the basis for the statewide child support system in Michigan. 	Massachusetts Child Support Enforcement With the deadline for compliance with the federal certification requirements just eight short months away and the threat of additional penalties looming, DOR/CSE looked to Protech Solutions, Inc. In the brief time frame, Protech implemented an Oracle-based Financial Management (FM) system including real-time integration with the mainframe COMETS application. This system was unconditionally certified.
	State of Maine Child Support Enforcement Protech migrated the financials from the mainframe child support system to a PRWORA-compliant, thin-client system using Oracle technology (Oracle and Web-based forms). 	State of Arkansas Performance Budgeting & Accounting System (PBAS) Protech built a .NET-based budgeting system for the Department of Finance and Administration, that addressed performance budgeting and operational budgeting. This system was integrated into the statewide financial accounting system (AASIS) which was based on SAP. The new budget system features a high degree of interoperability and scalability. The state-of-the-art reporting component with enhanced portability was one of the most notable features of the system. The system was completed on time and in budget for use by the state in both the annual budget and biennial budget processes. Read More.
	Arkansas - Infrastructure and Connectivity Project Protech developed a standardized server environment, increased the bandwidth capacity of both the Network Operations Center (NOC) and the field offices, standardized the desktop and application environment, and upgraded local office environments. Our team established a Windows 2000 domain including an active directory structure and the institution of security measures that ensured the protection of the new network from viruses and intrusions from both internal and external sources. The team also designed a solution to support the new Web-based application that was developed to meet the federally mandated system changes required for PRWORA certification compliance. VLANs, VPNs, Firewalls, IDS, ACLs implemented by Protech provided the security necessary to operate the system. Standardized desktop applications, usage logs, and email filter controls made this cooperative design and implementation the ideal solution for the state child support program.
	Arkansas State Disbursement Unit (SDU) Processing Protech built a state-of-the-art payment processing system for the Arkansas SDU that was workflow driven and addressed specific functionality requirements of State Disbursement Units. The system allowed all child support payments received to be handled by the Pro-Pay remittance processing solution, which required minimal manual intervention. In addition to resolving the issues faced and ensuring federal compliance by providing faster, more efficient, and more accurate payment processing, other benefits obtained with the implementation were imaging of all instruments and reduction of manual work.
