This is a full-time, on-site, and long-term position.

Role: Project Manager

This position is responsible for oversight and quality of assigned project(s). The position includes monitoring the project to ensure it is on schedule and within budget. In addition, the position requires working closely with the Senior Project Manager and Technical Manager to meet project outcomes.

Primary Responsibilities

  • Work with others to determine the scope of the project
  • Determine resources required, interviews candidates, and requests resources as needed
  • Schedule the project. This is a collaborative process requiring consultation with all the people who might be involved at some point in the process
  • Provide direction to the project resources on managing day-to-day activities and adhering to project deliverable due dates
  • Participate actively in all phases of the project, including planning and analysis, design, development, testing and implementation, related to personal area of expertise
  • Act as point of contact (liaison) between the affected business area and the project team
  • Maintain open communication with Senior Project Manager and Technical Manager regarding project status, tracking, issues, or other items which might affect the project outcome, including delivery date and budget impacts
  • Provide final approval for testing, documentation, and migration of same to VSS, etc.

Secondary Responsibilities

  • Determine who the project players are and what their roles will be on the project
  • Provide expertise on the overall business processes around which the project is focused and provide needed business expertise in those areas
  • Participate actively in the development of the Project Scope Statement (in conjunction with the Senior and Technical Project Managers and Business Process Coordinator). To include –
    • Why project was requested
    • Project requirements
    • Risks
    • Costs
    • Time
  • Negotiate with customer to build a final consensus on a common set of requirements from all customers and stakeholders
  • Help identify change barriers within the business areas
  • Develop a timeline draft including all players
  • Consult with players affected by timeline and revise if necessary
  • Solicit feedback regarding project and create lessons learned before project close
  • Inform Senior Project Manager and/or Technical Manager of key dates when their input will be needed
  • Inform Senior Project Manager and/or Technical Manager know when a project is complete to inform the reporting chain
  • Schedule and lead meetings
  • Assist in creating work plans
  • Execute and adjust work plans as necessary
  • Assure that agendas, meeting minutes, etc. are completed and distributed to appropriate resources
  • Prepare status reports
  • Close the project when all tasks are complete
  • Understand the logic and process of system processes thoroughly enough to recognize changes that may affect areas outside of their individual project
  • Understand table structure read and interpret basic SQL code in order to verify requirements are met and to interpret the logic for online help text purposes
  • Work directly with customer (with approval from Senior Project Manager) to understand design requirements both in new development and enhancements to existing development
  • Train new IT staff in Child Support functionality
  • Assist in performance evaluations

  • Assist in analyzing situations, identifying problems and initiating solutions
  • Assist in identifying project inefficiencies based on industry standards
  • Assist in providing solutions for problems faced by the team
  • Assist team lead(s) in monitoring estimated-time-to-complete (ETC) against the actual for assigned tasks
  • Assist team members with tasks as needed/requested
  • Attend conferences as requested
  • Attend project status meetings as requested
  • Be responsible for individual work products
  • Complete and meet time estimates for assigned tasks

  • Deliver quality products and within timelines
  • Help minimize scope creep in project budget, resources, time
  • Learn and apply new skills/concepts as and when required
  • Maintain current knowledge of business area, including best practices and industry standards, legislation and policy, and technology, to extent possible
  • Manage multiple tasks and respond to varied expectations
  • Obtain and maintain relevant certification as required
  • Participate in identifying and tracking issues, risks, and action items that could affect personal work, work of the team, and/or application items
  • Provide assistance on other projects as needed/requested
  • Provide weekly status report as requested
  • Obtain and maintain relevant certification as required
  • Strive to maintain customer satisfaction at all times
  • Perform other duties as assigned

Child support enforcement experience is strongly preferred.
