Celebrating 30 Years of Innovation and 10 Years of Success with SC PACSS
This year, Protech Solutions is honored to celebrate two major milestones: our 30th anniversary as a company and the 10-year anniversary of the South Carolina Palmetto Automated Child Support System (PACSS). Together, these achievements reflect not only our commitment to innovation but also the dedication of our people and our strong partnerships with clients and communities.
A Journey to Success
For more than 25 years, South Carolina sought to modernize its Child Support Enforcement System—a critical tool for serving families and children. The path was challenging, with complex requirements, data migration from dozens of county systems, and changing technologies.
In 2015, Protech Solutions joined the effort to build PACSS, drawing on lessons from our work in Delaware and partnering closely with the State of South Carolina. The project faced intense scrutiny from leaders and the media, given the history of delays.
Challenges extended beyond technology. A devastating flood destroyed our original workplace, forcing us to temporarily relocate. Yet, our team and the State worked side by side to design a system tailored to South Carolina’s needs.
By 2018, after a 72-hour deployment window involving more than 10,000 scheduled tasks, PACSS went live—ushering in a new era of modernized child support services for families statewide.
Recognition and Ongoing Partnership
Following federal certification and successful maintenance, Protech Solutions was awarded the long-term maintenance contract for PACSS. The system not only eliminated costly federal fines but also delivered a reliable, efficient platform serving thousands of families.
Tim Mose, South Carolina’s Child Support Director stated, “The PACSS project was truly a team effort. Our Child Support Staff, the PACSS State Team, vendor partners, Clerk of Court offices, and DSS Division of Technology Services, all worked together to complete this project. Collaboration was the name of the game then and is now as we continuously improve the system.”
When the COVID-19 pandemic arrived in 2020, our team adapted seamlessly to remote and hybrid work while continuing to deliver enhancements, including:
- Automated testing with Selenium
- Manager dashboards using Power BI
- Data archival and purge processes
- Unclaimed property clearance
- Batch performance improvements
- Migration of middle-tier code from .NET Framework to .NET Core
- Plans for AngularJS web tier conversion and employer management tools
These efforts reflect our commitment to continuous improvement and service excellence.
Building a Strong Team
Over the past decade, PACSS has been more than a project—it has been a shared journey. Alongside milestones, our team has celebrated weddings, births, retirements, birthdays, and countless gatherings. Each event strengthened our bonds, while new talent joined and contributed to the mission.
Giving Back to the Community
As part of our 30-year anniversary celebration, members of the PACSS team volunteered at Harvest Hope Food Bank in Columbia, SC, on July 26, 2025. Together, they sorted food for families in need, reinforcing our values of service and community impact.
