Protech Solutions Welcomes Kevin Guistwite to the Team
Protech Solutions, Inc. is pleased to announce that Kevin Guistwite joined our team as a Functional Architect on April 1, 2025. Kevin brings over twenty-two years of experience as a child support services leader establishing strong relationships with local, state, and national child support program partners. He is dedicated to ensuring programs and systems are developed to support families and children and comply with federal and state requirements.
Leadership Experience and Impact in Maryland
Most recently, Kevin served seven years as an Executive Director within the Maryland Department of Human Services as the state’s Title IV-D Child Support Director. In this position, Kevin oversaw creation of performance dashboards as well as implementation and change management efforts for a new child support system. He advocated for the full transition of the state’s child support financials to follow distribution options provided for by the Deficit Reduction Act of 2005. This change ensures families receive more support directly than paid to state owed arrears, as well as be allocated equitably across multiple child support cases.
As IV-D Director, Kevin served as a consultant to the Maryland Courts and testified before the Maryland General Assembly at legislative and budget hearings. Kevin led child support committees bringing together key partners including child support workers, attorneys, advocates, legislators, courts, economists, and researchers using data to drive policy and legislative initiatives. These partnerships resulted in the passage of state legislation enhancing programs and child support guidelines to improve services to families and children.
Under Kevin’s leadership, the Maryland Child Support Administration reduced legislative audit findings to an historic low of only two issues with no repeat findings. Further, the state continuously passed federal audits preventing financial sanctions or penalties.
Previous Role and Achievements in Pennsylvania
Previously, Kevin held various roles in the Pennsylvania Child Support Program at the Department of Human Services, Bureau of Child Support Enforcement. His fifteen years in Pennsylvania provided a wealth of experience and knowledge in the development of child support policies, systems, and programs as well as performance management. During this same period, Pennsylvania became the first state in the nation to meet and surpass all federally mandated child support performance measures. In his role, Kevin served as an instrumental driver in the development and management of the Pennsylvania Child Support Enforcement Training Institute, a partnership with Pennsylvania State University, the first statewide child support training institute in the nation.

In his new role as Functional Architect, Kevin’s wealth of child support knowledge and hands-on involvement will empower him to focus deeply on how the business operates and how technology enables that to positively impact the communities we serve. For child support, a Functional Architect is the translator between policy, process, and technology – ensuring new systems reflect both regulatory requirements and real-world caseworker and family needs. Kevin’s background and accomplishments are an ideal match for this new role in support of Protech’s mission and values.
